Managing Editor Harrisville Passes Two Questionable Ordinances

The Harrisville City Council met on May 11. And after discussing upcoming public budget hearings on June 8th, 2010, the City Council passed two city ordinances that contain both mandatory and voluntary social actions for Harrisville property owners. Ordinance No. 419, the Architecture, Landscape, and Screening Ordinance, would require property to look certain ways as determined by the city. Also, vegetation would need to be maintained in certain ways. For example, certain weeds will not be permitted and plants would not be allowed over 12 inches in height in certain locations next to certain structures on private property.
The second ordinance, number 420 entitled the Historical Preservation Ordinance,would require certain building styles and preservation of historical features forever once a property owner agreed to it or didn’t oppose the designation. So, the city would only force the issue once the designation was complete. When questioned after the meeting as to whether these ordinance were to be enforced or voluntary, Mayor Richard Hendrix said that 95 to 97% of the time, the City doesn’t enforce these types of ordinances unless someone complains or there is a blatant violation.
