NOCC May 25, 2010 meeting - Citizen pleads for relief on trailer pad mandate

With a small number of citizens in attendance, Mayor Harris offered the opening prayer and led the pledge of allegiance. Citizen Carolyn Oleman, stepped to the podium to read her appeal to the Council to consider an exception to a RV/trailer Ordinance that mandates keeping trailers on a cement, or road-base gravel pad. She recounted their experience with the seller of a lot next door, who complained to NOC about their trailer, that allegedly caused a failed sale of the lot. Oleman’s then bought the lot and the complaint was dropped. When they explored the cost of the mandated pad, they found it to be $6,000 that they “Can’t afford.” She appealed to the Council to honor the NOC slogan to “Make life better” which in her case, has not happened. Dave Norquist, Community Services Director, presented two outstanding employees for special recognition and their service pins. The first was Ken Young, the NOC pool operator for 5 years now, as a dedicated and even-tempered person who is “Extremely thorough, talented, can fix anything and has never spoken ill of anyone.” The next was Byron Dallinga, who has efficiently and effectively mowed “Thousands of miles of park grass” over his 30 years of service. Dave emphasized that Byron is a “Really great person who loves to mow grass, and does his job day in and day out.”

Council Member, Carl Turner, presented his recommendation for temporary operating procedures for the merged Parks and Trail & Beautification Committees. He commented that Joel Grasmeyer, Acting Chair, was very helpful in the planning and preparation, and is very pleased with the citizen response. Council Member Harris commented that over her many years of service, “Never has she seen this committee so well organized – nice job.” She recognized the many citizen volunteers who contribute their time. The Council gave their blessing to move forward as requested, until the formal Ordinance can be adopted.

Approved were Resolutions that permit “Electronic Communication” participation from absent Council members, and two equipment lease-purchase agreements. Debbie Cardenas, Finance Director, presented the new $130,000 Leaf Collector purchase from the ODB Company. This enables NOC workers to more effectively clear the storm drains to maintain compliance with Federal mandates, the violation of which could incur a $10,000 daily fine. This will be an 8 year loan with Zions Bank at 4.62% interest. The other lease-purchase agreement was for the new $189,000 Street Sweeper from Timco Inc., who provided in-house financing that the City accepted, over a 5 year term at 3.89% interest. Both items were pre-approved in the budget.

Craig Barker, Community Development Director, presented the Amendment to the Sign Ordinance that clarifies “Temporary Signs” that can be placed on NOC owned/access areas for the period of 10 days prior and 2 days post of a “Community-wide” event that is “Conducted or co-sponsored by the City.” He emphasized events are open to the general public and signs must not exceed 32 square feet.

Citizen Reid Mcintosh, requested the Council hold the Public Hearing on the ATV on-the-street option. He stated ATV's are safer to operate than existing motorcycles or scooters and believed safety concerns were unfounded, as these would have to be converted to ”Street-legal.” He suggested we adopt the existing State Ordinance.

Council Member Ron Flamn spoke in support of making exceptions to the RV/trailer Ordinance, for those who have been adversely affected, as in the case of the Olemans. The Mayor encouraged him to look for specific items in the Ordinance that could be adjusted. Council Member Taylor suggested the “Good-landlord Program” be considered by the Council in the near future. Since the full Council was not present for the scheduled “Closed Meeting” it was postponed, and the meeting adjourned.
