PVC Council Meeting May 25, 2010

Following the pledge of allegiance and opening prayer, several citizens addressed the Council in opposition to their decision to cancel the current Youth Council Program, based on the lack of sufficient local youth interest. Julie Davis, the advisor for the Clinton Youth Council for over 14 years, commented that it was not unusual for the Council to wait to see the commitment the local youth have in a program like this. She spoke proudly of their accomplishments in hundreds of service hours that the youth spend, on behalf of Clinton City, for their 24-26 annual service projects. These include “Sub for Santa” and “make a quilt” projects, and they have several local sponsors to offset their costs. For 3 years the Clinton Youth Council has won the “Award of Excellence” at the State level. Julie emphasized the key is for local youth to be motivated, make time available, and consistent in their efforts to maintain this program. Adults are merely advising – it is a “Youth” Program. Recently Julie was involved in interviewing 23 Clinton youth for 19 positions and mentioned they base their meetings on “Respect.” Mayor Clifford responded with a request for a more formal presentation from interested citizens for PVC to reconsider this Youth Council Program.

Council Member Allen presented a summary of the 2010 Street Maintenance Contract to Advanced Paving, who came in 130K less than the estimate from PVC Engineers of $523K. PVC is excited to move forward on these Street Projects.

City Administrator, Bruce Talbot, presented the Planning Commission Ordinances to adopt the “Mixed Use Zones” to allow greater flexibility in development, and the Design Requirements for the same reason. The Council approved both requests.

At this point, the Council went into a detailed meeting on the PVC Budget. At some future point, this will be brought before the citizens for a public hearing and formal approval. The meeting was then adjourned.
