City Council Approves Project at north Sod Farm: Senior/55+ Community

After months of review by Planning Commission and staff, the City Council approved Cherry Springs Villas on the northern 18 acres of the old sod farm at 100 East 2700 North. This neighborhood will be a beautiful 55+ community of 84 attached, for-sale homes. This developer has built 15 similar communities in Utah and has years of experience.

Please see attached documents detailing the project, and you can find all documents here: http://www.northogdencity.com/home/showdocument?id=11822. The Council out multiple requirements for quality of materials, layout, and open space upon the developer as part of the project, to ensure a beautiful final project that adds to our city.

North Ogden City Appoints New Police Chief
Welcome Chief Lance Call!

On Tuesday night the City Council confirmed Chief Lance Call as our next Police Chief. Chief Call comes to North Ogden City with 33 years of law enforcement experience at departments large and small, including: Washington Terrace, Riverdale, Harrisville, West Valley City, and 10 years as Chief of Police in American Fork. As a tribute to his leadership, he was twice recognized in 20007 and 2011 with the prestigious “Outstanding Chief of Police” award from the Utah Chiefs of Police Association. He is a graduate of Brigham Young University with a BA and also a Master of Public Administration degree. He is also a graduate from the FBI Command College. Chief Call brings a wealth of education, practical knowledge, and broad experience to North Ogden. I believe he will be an excellent fit and a great leader to continue the traditions of honor and excellence that are the hallmarks of our fantastic North Ogden Police Department.

We had a large pool of excellent applicants for this position, and a balanced and impartial interview panel consisting of: myself, 2 x City Council members, our retiring Chief of Police, and city HR Director interviewed 7 highly-qualified applicants and ranked them using objective criteria. This was a difficult task, but after a thorough and fair interview process the panel recommended Chief Call as the best qualified candidate for the position. I fully supported this recommendation and nominated Chief Call. The City Council confirmed this recommendation unanimously and Chief Call was sworn-in this past Tuesday night as our newest Police Chief.

Please see the attached video of the City Council meeting to hear the discussion about this nominee (discussion begins at 1:06:10): https://www.youtube.com/watch?v=1x4Ftd4nvXc Of particular note, during the meeting I discussed in detail the city’s Nepotism Policy because Chief Call has a nephew already working at the city. North Ogden is a family-friendly city, and it is no surprise that many of our employees are relatives. Our City HR policy has always allowed family members to work at the city because Utah state law allows this, provided that relative do not directly supervises one another or hire or set their salaries. That is the case here, as the Police Chief reports directly to the Mayor and always has and the Mayor sets the salaries for all Department Heads, including the Police Chief. We currently have three other sets of family members working in the city: a father and son, a mother and son, a brother and brother-in-law, as well as many others in the past, and the state law is carefully followed in every case to ensure there is no nepotism. Because of my belief in the importance of transparency, I wanted to make sure that this item was publicly discussed during the meeting and you can hear more details in the attached video. Please let me know any questions or concerns.

There is also a wonderful tribute to Chief Warren at the beginning of the YouTube video of the meeting (https://www.youtube.com/watch?v=1x4Ftd4nvXc). It is well worth watching this tribute to and speech from Chief Warren who retired after 41 honorable years at North Ogden City.

Thank you again Chief Warren, and welcome Chief Call! And THANK YOU to all of the incredible officers and staff at NOPD! We appreciate each of you who does so much to keep our community safe!

The old King's building in North Ogden has been bought by Standard Plumbing Supply. The company hopes to open for business in the building in the next 45 days. The building, shown here on Thursday, Sept. 7, 2017, has been vacant for more than a decade.
